Adj Prof Kelvin Bryan Tan is currently Principal Health Economist and heads the Chief Health Economist Office, which oversees all health economics matters in the Ministry of Health, Singapore. He started his career in the Ministry of Health in 2000 where he was in charge of Medisave, MediShield and Medifund policy. He subsequently spent stints as the General Manager of Central Singapore Community Development Council staffing the Mayor of the Central Singapore district, as well as at the Ministry of Trade Industry where he was in charge of strategic planning, R&D and Small Medium Enterprise policy. Rejoining the Ministry of Health in 2012, he started the Policy, Research and Economics Office which later became the Policy Research and Evaluation Division in 2016. Between 2021 and 2023, Adj Prof Tan was the Director of the Future Systems Office, InfoComms Data and Technology Group and was responsible for driving IT and Data Enablement for Population Health initiatives within the Ministry of Health.
During COVID-19, he was the Chief Data for the Medical Operations Task Force and later Crisis Strategic Operations Group, and oversaw data management operations for management of COVID positive cases, as well as the nation-wide vaccination efforts. He also heads the Analytics and Behavioural Modelling Coop of the Programme for Research in Epidemic Preparedness and Response (PREPARE) - a dedicated national research programme to respond to future infectious disease outbreaks.
Adj Prof Tan graduated summa cum laude from Princeton University and subsequently obtained his MSE and Phd in the Department of Management Science from Stanford University. His research interests are in the area of health economics, health insurance design and cost effectiveness modelling.
