Dr Guo Liang is Head of the Health Economics and Outcomes Research (HEOR) team at Singapore Clinical Research Institute (SCRI), under the Consortium for Clinical Research and Innovation, Singapore (CRIS). She is a senior epidemiologist and also an active member of Cochrane Singapore. Her role covers technical support, methodological consultation, and providing training on clinical research, evidence synthesis, clinical guideline development, and health technology assessment.
Dr Guo has over 15 years of experience in public health with a background of Bachelor of Medicine, Master of Public Health, and Master of Health Economics and Pharmacoeconomics. Her professional experience spans the Center for Disease Control and Prevention, tertiary hospital, and national research institutes. Prior to joining SCRI, her work focuses on syndromic surveillance, epidemic preparedness and management, community health promotion, and project management of large-scale clinical and public health research initiatives.
Over the years in SCRI, she has collaborated extensively with partners across diverse healthcare and policy domains. Her work includes scientific review, protocol development, methodological consultation, providing analytical support to multidisciplinary research teams. She has contributed to the production of high-quality academic outputs and has published multiple articles in peer reviewed journals. Recently she has increasingly focused on health technology assessment (HTA) and support evidence-informed policy and reimbursement decisions. She is actively involved in policy aligned projects, contributing to HTA application reviews, the generation of fit for purpose evidence, economic evaluations, and the development of value dossiers to inform healthcare funding and policy considerations.
